Phoenix IDA Helps Close Financing for Broadway Farms II
The Phoenix IDA is proud to support the closing of $20 million in multifamily housing revenue bonds for Broadway Farms at Hurley Station II, the second phase of a new affordable housing development that will expand access to quality homes for Arizona families by 144 units, bringing the total affordable housing units in the complex to 334.
The project, located in Estrella Village on the northeast corner of 91st Avenue and Broadway Road in Phoenix, represents another important investment in creating housing opportunities for working families and individuals while strengthening neighborhoods and supporting long-term community stability. Through its financing role, the Phoenix IDA continues its mission of leveraging public-purpose investment to help make affordable housing projects like both Broadway Farms I and II possible.
The Phoenix IDA is proud to partner with organizations like St. Charles Town Company that are committed to increasing the supply of affordable housing. We look forward to seeing Broadway Farms provide safe, stable homes for residents for years to come.
Anastacia Ruiz-Europa, Erica Scott Join the Phoenix IDA
Please join us in welcoming Anastacia Ruiz-Europa (left) as our new Community Development Director and Erica Scott (right) as our new Head of Human Resources.
Anastacia brings more than 15 years of executive leadership experience spanning community development, education, finance, customer experience and organizational operations. Throughout her career, she has built a reputation for collaborative leadership, operational excellence, and developing high-performing teams that create lasting community impact.
As Community Development Director, Anastacia will lead efforts to cultivate strategic partnerships, deepen community engagement, expand innovative programs, and advance initiatives that create economic opportunity and improve quality of life throughout Phoenix.
Many Phoenix IDA team members already know Erica through her work as the organization’s HR consultant over the past several years, and we are excited to have her join the team as a full-time employee.
In her new role, Erica will lead the Phoenix IDA’s people strategy, including compensation, benefits, workplace culture and organizational development. She brings extensive experience building HR infrastructure for mission-driven organizations across the nonprofit, behavioral health, conservation and corporate sectors.

Anastacia Ruiz-Europa, Erica Scott Join the Phoenix IDA
There are people who leave behind accomplishments, and then there are people who leave behind generations of leaders. Jim Shee was one of those rare giants.
“My connection to Jim spanned a lifetime. When I was four years old, Jim and his wife, Marian, helped my mother establish Arizona’s first Asian American student organization,” said Phoenix IDA Operations Director Vic Reid who is pictured standing between Shee (left) and Juan Salgado, CEO of the Phoenix IDA (right) at the 2025 proclamation of June 27th as “Jim Shee Day” in Phoenix. “Decades later, after I returned home for law school, Jim became my mentor, trusted advisor, and dear friend. His guidance was always honest, generous, and rooted in community.”
Jim’s visionary leadership helped build the foundation of Arizona’s Asian Pacific community. He co-founded the Arizona Asian Chamber of Commerce and the Phoenix Asian-Hispanic Alliance, believing our diverse communities are strongest when working together. But his leadership required courage, too. When SB 1070 passed, Jim stood as a lead plaintiff challenging the law after being racially profiled, defending civil rights for everyone.
Jim consistently chose quiet service over the spotlight, understanding that leadership isn’t about being on stage, but making sure others have the opportunity to stand there. Arizona is better because Jim Shee dedicated his life to others. Thank you, Jim — your legacy lives on in all of us.
Phoenix IDA Proudly Supports Dancing for one·n·ten
The Phoenix IDA is proud to support Dancing for one·n·ten, taking place Sat., Sept. 12 at the Tempe Center for the Arts. The annual event raises critical funds and awareness for one·n·ten’s programs serving LGBTQIA+ youth across Arizona.
This year’s event has a special connection to the Phoenix IDA, as Board Member Mark Moeremans will take the stage as one of the featured dancers, helping raise funds to ensure young people have access to supportive programs, safe spaces and life-changing resources.
The Phoenix IDA has proudly partnered with one·n·ten over the years through programmatic support and is honored to continue investing in an organization that strengthens our community by empowering Arizona’s youth. Last spring, the Phoenix IDA released its 2025 Impact Summary, highlighting a year of meaningful investment and measurable community impact across Phoenix.
In 2025, the organization facilitated $432 million in total capital, supporting 10 community-driven projects focused on affordable housing, education and economic mobility. Our efforts helped fund 794 affordable housing units and assisted 750 homebuyers, advancing access to stable housing and pathways to homeownership.
More than just numbers, the report underscores the power of public-purpose finance to bring together public, private and community partners to strengthen neighborhoods and expand opportunity.

Investing in Tomorrow’s Leaders at NFL Yet College Prep Academy
In late May, the Phoenix IDA was honored to take part in NFL YET College Prep Academy’s 30-Year Graduation Celebration to recognize Ulises Mendoza with the Phoenix IDA Creativity & Innovation Scholarship Award.
