Phoenix IDA Board of Directors

The Phoenix IDA is governed by a nine-member Board of Directors. The Board holds public meetings regularly and pursuant to A.R.S. §38-431.02, all notices of the meetings of the Board of Directors and any of its committees will be posted on the Phoenix IDA’s website and with the Phoenix City Clerk’s Office. Such notices will include information about the location of the meeting and the matters to be discussed.

TEFRA Hearings

The Phoenix IDA holds public hearings for bond transactions as required by Section 147(f) of the Internal Revenue Code. These hearings are known as TEFRA Hearings since they were instituted by the federal Tax Equity and Fiscal Responsibility Act of 1982 (“TEFRA”). 

The purpose of the TEFRA hearing is to receive comments from interested parties on matters regarding the issuance of bonds and the location and nature of the project for which the bond funds will be used.

  • October 26, 2021, at 11:00 a.m. – Notice of Public Hearing regarding the proposed issuance by The Industrial Development Authority of the City of Phoenix, Arizona of one or more series of its tax-exempt or taxable Economic Development Revenue Bonds (All Sports Village, Inc. Project), Series 2021, pursuant to a plan of finance in an aggregate principal amount not to exceed $200,000,000 for the benefit of All Sports Village, Inc., a Connecticut not-for-profit corporation, as borrower of the proceeds of the bonds, in order to finance or refinance the acquisition, construction, improvement, equipping, or operation of a state of the art, premier, family, multi-sports, park facility and entertainment complex located at the northeast corner of the intersection of Old County Road and Connecticut Highway 20 in Windsor Locks, Connecticut.
