The Moreland Breaks Ground in Central Phoenix
Earlier this month, the Phoenix IDA joined Brinshore Development, the Arizona Department of Housing and the City of Phoenix to celebrate the groundbreaking of The Moreland I project, a new two-phase affordable housing community in Central Phoenix. We supported the financing of this project with $43.1 million in Multifamily Housing Revenue Construction/Permanent Notes.
Located near 3rd Street and Moreland Street, the project will deliver 132 affordable rental homes with studio- through three-bedroom units. 100% of the apartments will be supported by project-based vouchers, serving families earning 30% to 60% of area median income, ensuring long-term affordability.
Residents will benefit from access to public transit, nearby community resources and supportive services such as Family Self-Sufficiency and Early Head Start programs. The project will also create construction jobs and provide modern, safe housing that supports stability and opportunity for families.
This investment reflects our continued commitment to expanding high-quality affordable housing and strengthening neighborhoods across Phoenix.
Strengthening Education, Sports & Hospitality in North Phoenix
The Phoenix IDA is proud to support two high-impact projects that are bringing new educational opportunities, sports infrastructure and hospitality capacity to North Phoenix.
Through $185 million in Educational Facilities Revenue Bonds, we are helping advance a STEAM-focused, sports-based high school now rising on a 14-acre campus. With construction more than halfway complete, the project includes:
- A hands-on academic high school for athletes developed by SSS Academy, a 501(c)(3) nonprofit
- An ice hockey/figure skating arena and athletic facilities for volleyball, basketball, pickleball and more
The Phoenix IDA also issued $15.2 million in Hotel Revenue Bonds to support a new Fire N Ice Hotel with 96 rooms/suites on 3.7 acres. This project is also more than halfway complete.

Together, these projects expand access to education, enhance recreational opportunities and support economic development in North Phoenix.
Phoenix IDA Completes ARPA Funding Initiative with WHEN, Aliento
The Phoenix IDA has successfully completed its multi-year administrative oversight of the Health and Wellness program funded by the American Rescue Plan Act (ARPA) and delivered by two local organizations, WHEN® Enterprises Corp. and Aliento, to address critical mental healthcare and overall, well-being needs of educators, staff and students.
WHEN reached 3,824 educators in the Phoenix Union High School District and other local Title I schools throughout Maricopa County by providing the Power of WHEN® Well-being program to teachers and school staff. This program includes one-on-one coaching, practical wellness education, and well-being self-assessment activities and tools designed to reduce stress, enhance productivity and support work life balance. Over two full years of implementation, 98% of responding participants reported achieving their primary personal and professional wellness goals, and 85% of participants who completed the program report showing improvement in two or more of their well-being targets.
Aliento delivered trauma-informed art classes and healing workshops to more than 3,230 Title I students focusing on individual reflection, group discussion and art creation with the goal of decreasing stress and anxiety. Over the past two years of full implementation, 83% of student participants reported experiencing medium or low levels of anxiety and stress, and 74% reported gaining medium or high levels of resilience and coping skills following their participation.
These outcomes reflect the meaningful impact of ARPA investments in community well‑being, and the dedication of local partners committed to supporting Arizona’s educators and students.
