2025 Impact Summary

The Phoenix IDA is proud to announce the release of its 2025 Impact Summary, highlighting a year of meaningful investment and measurable community impact across Phoenix.

In 2025, the organization facilitated $432 million in total capital, supporting 10 community-driven projects focused on affordable housing, education and economic mobility. Our efforts helped fund 794 affordable housing units and assisted 750 homebuyers, advancing access to stable housing and pathways to homeownership. 

The report also showcases key initiatives like our School District Surplus Land Initiative and Home in Five programs, alongside spotlights on the private activity bond projects we helped support last year.

More than just numbers, the report underscores the power of public-purpose finance to bring together public, private and community partners to strengthen neighborhoods and expand opportunity.

The Glendale Adds New Affordable Housing Options for Seniors, Veterans

Earlier this month, the Phoenix IDA joined partners in celebrating the grand opening of The Glendale, a new apartment community developed by The Richman Group that brings high-quality housing options for seniors to Phoenix. The complex adds 45 older adult households (55+) with an affordable home, including 11 units set aside for veterans. 

This project reflects the power of strong partnerships and shared investment in Phoenix’s continued growth. The Glendale delivers thoughtfully designed apartment homes that provide comfort, stability and access to opportunity for residents, all while contributing to the vibrancy of the surrounding community.

Developments like The Glendale play an important role in meeting housing demand and ensuring residents have access to safe, modern and well-located places to live.

We facilitated $10.9 million in private activity bonds in support of this project in November 2024. We are grateful to our partners for their collaboration and commitment to delivering a project that strengthens neighborhoods and supports long-term community growth.

Shovels in the Ground at Helen Drake Village

On April 10th, the Phoenix IDA proudly joined partners and community leaders for the groundbreaking of Helen Drake Village, a meaningful step forward in expanding affordable housing for seniors in downtown Phoenix and honoring a legacy rooted in service and compassion.

Supported in part through $15 million in private activity bonds facilitated by the Phoenix IDA, Helen Drake Village will provide 80 much-needed affordable housing units for seniors in the Alhambra neighborhood of Phoenix, creating a safe, stable place to call home for residents. The development is designed to support long-term housing stability while connecting residents to critical services and nearby resources, including a City-owned senior center.

Co-developed by The Richman Group and the City of Phoenix Housing Department, the community is named in honor of the late Helen Drake, a dedicated advocate whose life was defined by her commitment to helping others, especially seniors. Known for her generosity, kindness and deep involvement in the community, Helen Drake spent years supporting seniors in need and she was integral in establishing the very first senior center in Arizona (and 19 more following that one!) making this project a fitting tribute to her enduring impact.
