Phoenix IDA Welcomes Colin Tetreault to Board of Directors
Colin Tetreault, senior manager for Ernst & Young’s Climate Change and Sustainability Services division, was recently appointed to the Phoenix IDA board of directors.
Tetreault is an accomplished sustainability business, policy and senior scholar-practitioner. He co-leads Ernst & Young’s sustainability strategy and services for government, public sector and public authority clients across North America where he solves the most complex challenges, so governments can build a stronger country, for people and the planet. He also serves wide-ranging commercial clients in setting strategy, measuring impact and unlocking value.
Prior to working at Ernst & Young, Tetreault gained experience at CDP building a comprehensive value-proposition of sustainability measurement and action for states and regions, while also developing the first integrated and leading practice mechanism for public authorities to measure and act on climate-related issues.
He is also past chair and a current member of the City of Phoenix’s Environmental Quality and Sustainability Commission, which consists of 15 citizens appointed by Phoenix City Council to identify and advise Council on environmental and sustainability issues affecting the city. He is also president of the nonprofit Phoenix Parks Foundation.
Tetreault has served as a Senior Sustainability Scholar and Global Sports Scholar at ASU’s School of Sustainability and was named to the Phoenix Business Journal’s “40 Under 40.”
Farewell to Chief Legal Officer James Barham
Last week, we bid farewell to our Chief Legal Officer James T. Barham after nearly a decade of service. Barham joined the Phoenix IDA as human resources and legal affairs administrator in the summer of 2015. His legal expertise in tax-exempt and taxable public finance and secured lending transactions shepherded our organization through numerous complex transactions and contracts over the years. He was a pivotal part of strengthening local economic development, advancing home ownership and championing underserved communities.
Prior to his work with the Phoenix IDA, Barham worked as an attorney at Kutak Rock LLP and consulted with clients to establish employee evaluation, incentive and disciplinary processes. His human resources experience began as an HR generalist at Aviano Air Base in Italy after being honorably discharged from the U.S. Air Force. In 2015, he earned a Professional in Human Resources certification. He is a member of the Society for Human Resource Management and the American Bar Association. He earned his law degree from Creighton University School of Law.

Good news on affordable housing! The State recently awarded $49 million in State Housing Trust Funds to 19 affordable housing developers to build more housing for low-income residents across Arizona. Awards include seven projects in the City of Phoenix.
